ProDelta makes complex transition to ADR storage

ProDelta faced the task of converting its storage complex to safely handle hazardous substances. The logistics and industrial property development and management company called on Riskonet for the transition of Commodity Park/ADR Park Rotterdam.

From commodities to hazardous substances

Background

ProDelta rented its Commodity Park/ADR Park Rotterdam for years for the storage of soft commodities (cocoa, coffee) and hard commodities (metals). Shifting market dynamics – particularly in aluminum – forced a strategic pivot. Management decided to render the complex suitable in phases for as broad a range of ADR goods (hazardous substances) as possible.

A transition of this scale is not without risk. The complexity lay in multiple technical challenges that had to be resolved simultaneously. While ProDelta had internal expertise, the scale and inherent risk required specialist collaboration.

Approach

Integration of existing fire safety systems

The existing fire alarm and smoke control systems had to be integrated into the new baseline requirements and meet a more stringent inspection regime due to the 2012 Building Decree.

PGS15 exceedance: technical justification

The PGS15 directive for the storage of packaged hazardous materials stipulates a maximum floor area of 2,500 m². Several storage facilities exceeded this standard by two to three percent. Riskonet provided the technical justification for this exceedance to the competent authority.

Fire suppression systems: proving capability

Many sprinkler systems guarantee fire control, but not fire extinguishment – required for hazardous storage. Riskonet helped convince the competent authority of the extinguishing ability of the sprinkler system. For three facilities storing aerosols, ProDelta chose a firefighting foam system with a two-minute filling time, requiring rapid activation. Riskonet supported the technical justification and implementation.
